Cant finish windows 11 update upon failure in restarting the PC

Hello All, 

Cant finish windows 11 update upon failure in restarting PC, nor updating the older windows 10 version on my laptop

After many attempts to update windows 10 to resolve the message" Your device is missing important security and quality fixes" which ends always with failure , I decided to update to windows 11 using (Windows11InstallationAssistant.exe) . 

The program was %100 uploaded for all  of it's 3 stages and requested a restart. Here came the problem! 

The PC goes into a black screen with the uploading icon  for hours without booting properly or showing any other screen,  pushing me to a forced shutdown of the PC then skipping any further upload again.  

I tried everything in the book without success, what to do?
