Getting an error code on the Caps Lock 3.2 (blink).  The embedded controller times out waiting for BIOS to return from memory initialization.   I tried the following, tested by removing both memory modules sequentially to see if either one alone works: 

 

Reseat the memory. See the section Reseating memory modules in a notebook for more information.
If reseating the memory does not resolve the problem, try replacing the memory modules. You might also consider contacting support for repair due to a possible RAM or system board failure.
 
If it is a system board can it be replaced.  How to fix this?   This laptop is only 3 years old.

The HP Spectre, the "3 long blinks and 2 short blinks" from the caps lock or LED indicators does indeed refer to a memory (RAM) error.

Please try running the Memory test on the Pc and let me know the result.

Memory test:

1) Shutdown the computer. 

2) Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears. 

3) Press F2 once. 

4) Go to Component test. 

5) From the list, run the Memory (extensive) test.
