Hi friends,
I am using
HP Pavilion 15-E015TX Laptop (3rd Gen Ci5/ 4GB/ 1TB/ Win8.1/ 1GB Graph)
I didn't use my lap for a very long time, today I have put charge to lap and tried to turn on but I didn't turn on and charger light in the laptop is blinking white light frequently while I plug-in the charger. please help me to turn on the laptop and why white light is blinking.

Try the following steps
- Remove the notebook battery out. If the battery is integrated and does not have a latch to release it then leave the battery inside the laptop.
- Disconnected AC adapter from the laptop.
- Press and hold the power button for 15 seconds.
- Reconnect the battery and plug the AC adapter.
- Power ON the laptop.
If the above did not help, please, review the HP official article/guide about such issues you experience now.
Follow the appropriate steps that fit your case to attempt to fix the issue:

I am sorry to hear that. Basically, the steps suggested in the interactive guide cover all steps and scenarios which can be performed by a user and remotely.
If you did try everything from the guide but nothing helped, I am afraid you will need to bring your computer (or ship it) for service - HP Authorized service center. If the computer is still under warranty, you will need to notify HP support first. If you are not sure where such a center is located, please contact HP support for assistance in finding one.
