I noticed this when using a particular program..The cursor would be visible when located at the edge of the screen, off of the program page, but on the active border area.   Sometimes it would appear on the problem page when located on a contrasting color, but not visible against white background.

 

Using the large mouse setting in "accesibility settings" in advanced settings made it visible again, although a little  clunky to use.

 

The other solution was also in "accessibility settings" which was to select high contrast mode.  Ghastly but effective.

 

I tried other resets as mentioned in other posts, but had little success.
