I have a HP stream laptop and I did a factory reset on it and when it was just about done a screen pops up saying to clear the TPM and press F1 to accept and F2 to reject. It wouldn't let me press any keys so it is stuck on that screen. What should I do to fix it?

Thank you for posting on the HP Support Community.
The TPM module is a security chip on your computer that stores certain information regarding your computer's security. If you've created any TPM security encryption and keys it will get erased when you press F1 to complete the recovery.
Otherwise, the default encryption gets overwritten and it should work again. Please check this document https://docs.microsoft.com/en-us/windows/security/information-protection/tpm/initialize-and-configur... (Troubleshoot the TPM) from Microsoft for more information in the regard. This should shed some light.

Hope this helps! Keep me posted for further assistance.
