After installing Windows 10 cumulative update to version 1703 for x64-based Systems - I think the first one was KB4016871 but I could be wrong, the my laptop will not turn off properly.
Everytime I shut down - the screen turns off, the hard drive stops spinning but the computer is in some semi-sleep state where the light on the power button is still on.
If I turn it off by holding the power button it does turn off and then it will turn on without any error messages or lag as if nothing happened. However, this is not sustainable for the long run.
I have noticed however, that if I turn on the computer briefly using just the battery then 75% of the time it will turn off completely without the use of holding down the power button.
Are there any solutions? Maybe a BIOS issue?

1try hard reset once if issue persist
2. Right Click: Windows icon in the lower-left corner of the task bar
3. Select: Control Panel
4. Select: Trouble Shooting
5. Under System and Security Select: Fix Problems with Windows Update
6. Select: Trouble Shoot as an Administrator

Thanks for your reply.
I did both to no effect.
If it matters - this computer does have a backlit keyboard and the lights are still on (like the power on/off button) after shutting down.
Any other ideas?

try updating your Intel Management Engine drivers, or changing the option in Device Manager for Intel Management Engine . uncheck both options in power management tab. try bios default as well .

This video worked for me. So thankful it was a frustrating problem finally seems resolved.
