You said your laptop is not turning on -- but your screenshot says otherwise -- as it IS turning on, and is installing an update.

HP 15-F004WM Notebook PC (Energy Star) [personal information removed] Product Number J8A21UA - I've rebooted several times and some times the logon screen will come up and sometimes it won't.  I've tried entering pin number, password that I think it is and either it will do nothing, or then a circle comes up and just keeps turning and turning and not going to another screen
