Hello,
As POsted earlier I had a problem with HP Mini 210-1084TU. and 2 days ago, a friend of Mine said that I should try making a Recovery BIOS flash drive, and flash the BIOS as it can fix this problem.
The problem is, since the laptop doesnt POST anything on screen, I can't try upgrading the BIOS using Windows.
The BIOS tool that is available for this Model, doesn't allow creating any Bootable BIOS USB recovery media. I have tried looking for some places, but I am not able to find anything helpful.
It would be helpful if you guys can mail me or comment down the files and proper step to make a recovery USB recovery BIOS flash drive for this notebook.
Also, I have a Connector that can help me connect my Laptop's HDD to my Windows PC, so if there is need to erase the HDD and create a Partition and write/flash something on it, I can do that too. So please help me out on this issue.

I reviewed your post and I understand that the computer is not booting to Windows and you want to know how to update the BIOS when the computer is not booting to Windows.
Don’t worry, I assure you I will try my best to get this sorted.
I recommend you follow the steps in the below article to update the BIOS.

NOTE: Follow the steps under “Recover the BIOS using a USB recovery drive”
Let me know how it goes and you have a great day!

The Problem is none of those methods work for me.
The first one, for eg. only gives me HDD activity indicator if i press WIn + B button. As soon as I stop pressing the buttons it stops showing activity. (I have clean formatted the Drive multiple times, So I believe no recovery partition is there on it so cant recover)
The third one also doesn't seem to work for me.
Left with 2nd Option(The One where I will create a flashable USB Drive for Recovery), Though I'm able to download the package from HP, but upon running it gives some error as I'm running on a different machine (Lenovo laptop) that utility on (as Mentioned Earlier, HP Laptop wont boot so cant do on it).
TL;DR The BIOS utility for my Laptop doesnt have the option to create a flashable Recovery Drive. Hence my question, any other way to create the Recovery drive.

It looks like a hardware issue and I recommend you check with a local tech in your region to get it fixed.

I really dont think its an Hardware issue cause the Last thing that posted on Screen was some BIOS related startup thing in which it was tsuck for more tan 5 mins so I forced shut it down. after that my laptop has stopped POSTIng anything on screen.
I have tried to connect HDD/RAM to different laptops and both of them work fine. I dont think there is an issue with MOBO, as fins are spinning and as stated earlier even HDD indicator is Blinking. The Keyboard too works as I can turn off.on Caps lock too. If it would have been the screen then with VGA it should work, but it doesnt that means, the BIOS isnt working and hence the thread.

We have exhausted all the troubleshooting steps and the computer needs to be checked at a service center to find the exact issue.

Yeah, except BIOS recovery externally. I'm only asking for the BIOS recovery Creation Tool as the Official one doesnt allow making it.
Next, It gonna be costing if i get checked up and due to Pandemic I think it safer if i can get it fixed it myself. if you have problems then you can mail or personal message the instructions and files to it to me. So please help me rather than giving me the standard option of going to service center.
I know the problem is with Corrupted BIOS and I want to know the fix.
