Hi:

You can reinstall W10 as follows...

To reinstall W10...Use the Media Creation Tool.  Make the 64 bit installation media.

https://www.microsoft.com/en-us/software-download/windows10

You can make a W10 USB flash drive installer using an 8 GB flash drive using another Windows PC, since your PC is not working.

W10 will work with the product key in the BIOS, install and automatically activate once you are connected to the internet.

Here are the steps to create the W10 USB flash drive installer...

  1. Select Download tool now, and select Run.
  2. If you agree to the license terms, select Accept.
  3. On the What do you want to do? page, select Create installation media for another PC, and then select Next.
  4. Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10. You want 64 bit.

  5. Select which media you want to use:
  6. USB flash drive.  Plug in a blank USB flash drive with at least 8GB of space. Any content on the flash drive will be deleted.

Then you can install the drivers and available software from the PC's support page.

hi there,

I followed your method and it worked for the first HP laptop. Windows activated by it self upon connecting into Internet.

However on my second HP laptop which is the same exact model number, windows won't activate.

Please help

@limsofian If you've successfully installed the OS and its showing the message that the windows requires activation,

Here’s what you need to know:

  • OEM Copy: If your computer came with Windows, it likely has an OEM copy. An OEM copy is tied to a specific computer and can’t be moved to a new computer. While you’re free to upgrade a PC’s hardware components or replace a failing hard drive, you can’t move your OEM copy to a new computer.
  • Retail Copy: If you purchased a boxed copy of Windows, it’s likely a retail copy. A retail copy of Windows can be moved to a new computer, but you’re only allowed to use that copy of Windows on a single computer at a time. That means you’d have to uninstall the old copy of Windows before you moved it to a new computer.

Don't worry, though, as I'll be glad to help you out as you could attempt activating your windows using the following methods:

Activate by phone (IVR) using Microsoft:

  • Step 1 – Click on Windows Orb and enter ‘slui.exe 4’ into the search box
  • Step 2 – From the search list, click on ‘slui.exe 4’
  • Step 3 – From the drop-down list, choose the country you are residing now
  • Call the designated toll-free number; Read out the number displayed on the screen accordingly.
  • The IVR will then read out a list of character to you, enter it into the screen and Activate windows.

Reinstall windows using the recovery media that you may have created shortly after the computer was purchased, if you haven't that's okay as you can order one online using the Official HP Website: Click here

If you wish to thank me for my efforts, you could click on "Accept as solution" on my post as the solution should help others too.
