What is the MAC address? is it all zeros?
if you keep pressing ESC can you boot into windows?
You may be in factory setup mode as discussed here

see if you are in factory setup mode
Download and install this this application
https://ftp.ext.hp.com/pub/caps-softpaq/cmit/HP_BCU.html
using the administrator command prompt run the the following command as shown
C:\swsetup\SP143621>BiosConfigUtility64.exe /get:config.txt
C:\swsetup\SP143621>
notepad config.txt |
use notepad to examine the file config.txt
If you find the following your are unlocked and your system is in factory setup mode
Manufacturing Programming Mode *Unlock Lock |
