This is a weird issue that I've not seen before. We got two users the same build of EliteBook 865 G9 (6850u I think). One has Windows 11 pro and one with 10 pro. After shutting down, the laptop will power back on, but only if connected to a Thunderbolt 4 dock. I've tried both 120W (4J0A2AA) dock and 280W (4J0G4AA), as well as the ThinkPad TB4 (40B0) and the Dell TB4 (wd22tb4?) and both laptops exhibit the same behavior. I switched one user to a non-tb dock (a vanilla USB-c Targus I think) and it works fine. The other one just doesn't bother trying to shut down while connected (disconnected > shutdown yields correct results). Any ideas? I've tried disabling WOL but perhaps I didn't do it successfully. I've looked for devices in devmgmt to see if turning off "allow this device to wake from sleep" but couldn't find anything there or it didn't work (depending on dock).
