Product: HP EliteBook x360 1030 G8 Notebook

HP EliteBook x360 1030 G8 Notebook - won't boot when I connect my USB C cable

I've set the "Power on when AC detected" in the bios, but when I plug in my USB C cable into either of the USB C ports on the laptop, nothing happens.  I have to open the lid of the laptop and press the power button each time.
