Hello,
Any update on this:
I bought the Spectre x360 13 2-in-1 and replaced the SSD with Samsung 970 Pro NVMe M.2. In order to encrypt it Samsung requires to boot to USB via Legacy mode. I could not. Please help.

I reviewed your post and I understand that you want to boot using the legacy mode.
Don’t worry, I assure you I will try my best to get this sorted.
I recommend you boot to BIOS by tapping the F10 key on startup and then disable secure boot and it will automatically enable legacy mode. Then save the setting and reboot the computer. Now the computer will boot in legacy mode until you change the settings again in the BIOS.

Please see the attached screenshots. I disabled Secure Mode but still can't see Legacy mode in the BIOS setup. I saved the BIOS Settings after disabled TPM and Secured boot and when I hit F9 I do not see Legacy USB.
So it is not issue with Samsung Software. The laptop is not even presenting me an option to boot from USB. Please look into the following pictures and help me (BTW, I am running latest BIOS and sorry for the picture quality - took them from my phone):

I recommend you clear all secure boot keys and a 4 digit number will pop up on the screen type the number and hit enter.
Now you should see an option saying Legacy support and select that and enable it.

I recommend you contact support to further diagnose the issue.
Here is how you can get in touch with support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
