HP 14 inch Laptop PC 14-f1000 (2L1A9AV)

The Ubuntu Linux USB (installation) stick was created with Rufus and has the boot flag set, so it SHOULD be bootable.  I've changed the bios, placing the USB stick first in the boot order, turned off TPM, cleared the Secure Boot Keys, yet the PC will ONLY boot into Win11, ignoring the USB stick. I've also booted via the Recovery Console and the USB stick is not offered as a boot option.

How do I get this PC to boot in Legacy Mode (which is NOT an option) so that it will SEE my USB stick?

TIA
