HP laptop dead. Only power button blinks. Help?

No signs of life other than this blink of the power button. Seems to be on for 8s, off for 1s, on for 2s.
No display, fan spin etc.
When charger plugged in, white 'charged' light comes on.
I have tried removing charger, pressing and holding power button for 15,30,60s (depending on whose advice I read).
Also tried bios/cmos reset win+v/b + power 2-3s, hold win v/b til screen comes on (didn't work).
Any ideas? I've had a brief look in the maintenance guide below but not found anything relevant yet.

Hi, I took it to an independent repair shop and they diagnosed a motherboard fault (not 100% sure what exactly). Replacement mobo from HP costs £1400 (Soldered ram, cpu, gpu) so obviously this isn't an option, so they will attempt to repair motherboard.
