Error code: 0xEFFFFF08 when I try to reset my NB stream because it fails to load

I try to load my Notebook stream but it says preparing diagnostics (or something like that) when it's on the HP loading screen. It then goes to a blue screen for 20 secs and loads up 4 options. Continue to windows 8.1 (goes back to HP loading screen and then does the same). Troubleshooting where I try to reset it but when I click reset it brings up the code. Please note that my stream does NOT have a removeable battery. Thanks

What is the exact model name, product number of your laptop?

Stream models are very cheap and very low in built in hardware specs, so executing factory reset may not be successful most of times as reported by many many members here.

Do you have Recovery USB created after first setup of this notebook?

"K3G99EA#ABU" is the product number for my stream and it is a "HP Stream Notebook PC 14" if that helps. And unfortunately there isn't a recovery USB

Your notebook came with very bare minimum hardware resources as I suspected. With 2gb RAM, 32gb eMMC storage capacity, 1GHz AMD processor, I'm of the opinion the HP Recovery process would not successfully factory reset.

Have you backed up data you need?

Windows 8.1 (64 bits) came pre installed in your laptop.

You can do a clean install of Windows 8.1 64bit using Microsoft windows media creation tool by creating bootable installation USB:

Windows will get automatically activated after installation while connected to internet.
