Yes, you can boot from Optical drive if the drive is bootable and if the boot sequence is set right.
If f2 isn't working then try 'esc' button and then choose the boot option.

Hello,
You will have to Tap F9 key get into boot options,
And changes the boot order to Cd/DvD drive,
then it will let you boot from the recovery media
For bios Tap F10 key / ESC key
