Hello i have tried to factor reset my laptop

so when i tried to factory reset my laptop i accidently shut it off and have been looking for a solution for the past few hours.

i have been searching around and websites say i should download Microsoft but is dont know how to open BIOS whilst my laptop is unable to work it tells me that its preparing then it says,

the computer restarted unexpectedly or encountered an error. window installation can not proceed to install window click ok to restart the computer then restart the installation but when ever i press okay it take me to the same screen i have already downloaded Microsoft on to a drive but can not boot it 

what can i do now

i also just want to say that there is no option to open BIOS when the laptop is in that state
