Followed the troubleshooting procedures which was merely to hold the power button down for 15 seconds with nothing connected to the computer. Still get error message when I try to start the computer.

I understand that you get fan error 90b on your PC.
Don't worry I'll try to help you out.
This error indicates that a problem exists related to the heat removal system. One of two possible events is occurring:
The system fan is not spinning or not spinning properly.
The temperature inside the case is too high and the fan cannot spin fast enough to remove the heat.
Refer this article to know more information about the 90b error.
Please update BIOS on your PC and check if it helps.
Update the BIOS using this link.
If the issue still persists it is a hardware issue please contact HP support for service options.

Sorry, the error message was 90B. According to the error message, I can not continue to run the computer for fear of overheating the CPU, thus updating the BIOS does not appear to be a viable solution. Additionally, I shoud have informed you that the fan does not come on at any time.

Thanks for the reply, 90B is an issue where the CPU fan is not working correctly. You can try to update the BIOS by booting to the computer, but don't leave the computer ON for a long time.
