I'm really at a loss here, and could use some help.

I woke up my laptop and successfully logged into it.  From the windows start button, I initiated a reboot.  The laptop restarted, but failed to boot back up.  It stayed on the black HP splash screen, with the little circle spinning underneath it, for about 10 minutes.  I forced a hard reset with the power button, and tried to boot it again.  Same result.

I powered it off and on again, and interrupted the boot process with the escape key, and ran the full hardware checks multiple times.  Everything passed.

My wife has the same model laptop, so I used hers to create a Windows Recovery USB drive, and tried to boot my laptop to that, but it's either not trying to boot to the recovery drive or it's failing to do so and then reverting to booting to the the HDD, where it fails as above.

I'm unable to get it to boot successfully to any environment to do any further troubleshooting, and I've got no idea where to go from here.

I can only imagine how disheartening it must be, waking up, logging in fine, and then your Spectre 360 refusing to boot. Let's bring it back to life step by step.

1. Power Drain and Reset

Completely drain any residual power:

  • Disconnect all power cords and USB devices.
  • Hold the power button for 15 seconds until the laptop shuts off.
  • Reconnect the adapter (no peripherals) and start again.

 

2. Check BIOS/Boot Settings

You're either not seeing the USB, or it's not set to boot first. Let’s fix that:

  • Immediately after pressing the power button, repeatedly tap Esc → then press F10 to open BIOS setup.
  • Head to System Configuration → Boot Options and ensure your USB drive is enabled and top of the list.
  • Save and exit.

 

3. Boot from Your USB Recovery Drive

Use the one-time boot menu for USB:

  • Restart and tap Esc → then F9 (or F12 on some models) to open the boot menu.
  • Select the USB device to initiate Windows Recovery.

 

4. If USB Is Still Ignored

Common pitfalls:

  1. USB formatting: Ensure it's a proper Windows recovery USB (FAT32/UEFI-ready), ideally created with the Microsoft Media Creation Tool.
  2. Different port: Try another USB port, or use an adapter for Type‑C to USB‑A if needed.
  3. Complete BIOS update: A BIOS that’s too old may not support modern boot formats; updating it from the HP support site could help.

 

5. Use HP Cloud Recovery Tool

If the USB still won't boot, the HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Support can rebuild your Spectre image, firmware and all.
It's worked wonders for others where direct USB installs failed.

 

6. Extra Hardware Check

Since hardware tests passed, there's likely no drive or RAM issue, but if the problems persist, removing and reseating the SSD and RAM can’t hurt (especially if you've moved components recently).

Thanks for the reply!  I've already tried steps 1 - 3 as part of my initial attempt to troubleshoot and repair.

Regarding step 4, as I mentioned previously, I created the drive on my wife's Spectre, using the Control Panel > All Control Panel Items > Recovery > Create Recovery Drive.  The drive was create without any issues or error messages to suggest it failed.  When I look at the drive in windows explorer, it's labelled "RECOVERY," is formatted to the FAT32 file system, and holds 19.3GB of files that weren't on it before I created the drive.

 

The spectre only has the one USB-A port, so I'll have to try and track down a USB-A-to-C adapter (I know I have one around here somewhere...) and try to boot it using a USB-C port. 

 

Updating the BIOS certainly couldn't hurt.  Could you point me to an instruction set for completing that update?

 

If worse comes to worse, I'll look into the cloud recovery option, but I'd really like to try to repair the existing installation if at all possible.  If I have to start from a fresh OS install, it's not the end of the world...but I'm not quite ready to give up on it just yet.

Thank you for the detailed update and for clearly explaining what you’ve already tried. We really appreciate the effort you’ve put into troubleshooting this, and it’s completely understandable that you’d want to repair the existing installation before considering a full reset.

Based on what you’ve described, here are a few important clarifications and next steps:

About the Recovery USB you created

  • For HP Cloud Recovery, the USB drive must be completely empty before creation. Any existing data or partitions can prevent the recovery environment from booting correctly, even if the drive appears valid in Windows Explorer.
  • HP Cloud Recovery specifically requires a minimum 32 GB USB flash drive. A 16 GB or partially used drive may allow files to be written, but may fail during boot or recovery.
  • The USB will be automatically formatted during the Cloud Recovery creation process; no manual formatting is needed beforehand.

If your current recovery USB is 19–20 GB in size, it’s likely not suitable for Cloud Recovery and may not boot reliably on the target system.

USB ports and adapters

Using a USB-A to USB-C adapter is perfectly fine for booting the recovery media, as long as:

  • The adapter supports data transfer (not charging-only)
  • The USB drive is detected in the BIOS or boot menu

Once connected, you can access the boot menu by powering on the laptop and repeatedly pressing Esc, then selecting F9 (Boot Device Options).

BIOS recovery update instructions

After the BIOS update completes, restart the system and try booting from the recovery USB again.

Repair vs. fresh install

We completely understand your preference to repair the existing installation, and it’s reasonable to continue trying these steps before moving to a clean OS install. If Cloud Recovery becomes necessary later, it will reinstall Windows along with HP drivers and software, but we agree it should be a last resort if repair options are still viable.
