It's unfortunate you forgot your BIOS password -- but you should have written it down because NOW, you have no way to recover or change it yourself.
The password is encoded into the firmware in the BIOS chip on the motherboard and since that is soldered, it can't be removed or replaced.
HP policy is NOT to reset BIOS passwords on existing motherboards. Instead, they require complete replacement of the entire motherboard with a new one that does not have a password in the firmware. This is very expensive and can cost more than simply replacing the laptop.
