This laptop is having sporadic issues while booting up.  It will fail to boot up, go thru recovering process successfully.  

 

Windows 11 is up to date.

Device manager says the driver is up to date.

wmic reports the status as OK

sfc scan does detect any issues.

 

HD is Intel Optane+932GBHDD

I'm seeing this error in the device manager:

Device settings for SCSI\Disk&Ven_Intel&Prod_Optane+932GBHDD\4&28e8688e&0&070000 were not migrated from previous OS installation due to partial or ambiguous device match.

Is there a way to fix this issue or are there any other troubleshooting steps I need to take?

Recommended Steps to Resolve:

Check Intel Optane Memory Configuration

Ensure:

  • Intel Rapid Storage Technology (RST) is enabled in BIOS.
  • SATA mode is set to Intel RST Premium (not AHCI).
  • Optane memory is enabled in BIOS (if available).

Even if Device Manager says the driver is up to date, Windows Update may not install the latest compatible version for Optane. Download the latest RST driver directly from HP: Official HP® Support

Look for:

  • Intel Rapid Storage Technology Driver

To rule out physical HDD issues:

Clear Migration Errors (Optional Advanced Step)

If the error persists:

  • Open Device Manager → Right-click the affected device → Uninstall.
  • Reboot the system. Windows will reinstall the device cleanly.
  • Alternatively, use Intel Optane Memory and Storage Management app to reset the pairing.

BIOS Update (if available)

None of these steps resolved the parameter loading error.   The diagnostic tests are all good, and the laptop is functioning. Will this error cause any issues?

…is logged when Windows Setup or Upgrade can't fully match a device's previous configuration to the new OS environment. This often happens with:

  • Hybrid storage setups like Intel Optane + HDD
  • Legacy drivers or firmware
  • Devices that were reconfigured or reinitialized during upgrade

The Status: 0xC0000719 is a benign code indicating no settings were migrated, but the device is still present and functional.

Will This Cause Issues?

In most cases, no. If:

  • The drive is accessible
  • Boot is successful (even if sporadic)
  • Diagnostics pass
  • No data loss or performance degradation is observed

…then this error is informational, not critical.
