Operating System: Microsoft Windows 10 (64-bit)

Hello!
I own an second-hand Laptop Folio 9470m, and its orginal owner is unknown, and I  can't access BIOS Setup because I don't have Password,  what should I do now? 
I following instructions from HP support (Contact with HP Support to  get SMC.bin file) but they don't send me that file!

They don't send me just because I do not have any invoices, but this Notebook is unknown original owner, so I don't know what next to do.
