I got a weird one in my opinions
Believe the laptop was shut off during a Bios Update. I've been trying to reset the Bios via Recovery USB
At first the laptop would show no sign of life other than 3 white flashes while unplugged. when plugged in it was solid yellow and a white flash every 5 ish seconds. took out the batter and turned it on with just the charger the fan started spinning and is boot looping every 5 seconds, with the battery in with charger it does the 3 white flashes and fans spin.
when I hold Windows + V the fans stop but it keeps boot looping.
No display.

General Information about your BIOS:
HP 14-ch0000, 14-cf0000, 15-da0000, 17-by0000 Laptop PCs - BIOS Simulator
In your case: Service is required !
- The computer should be disassembled and checked.
- Thermal paste for CPU GPU and bridges should be renewed
- The function of the fan(s) must be checked
- Short circuit test
- Bios chip reflash ( chip desoldering, chip programming, chip soldering )
- General cleaning ...
My recommendation
If you have no technical skill to do that, you should have it serviced by a professional notebook (chip level) repair store.

To help you I need to know the product number (p/n) of your notebook !
You will find this information on the back of your notebook printed in small alphanumeric letters.
The product number (p/n) is legally allowed information, just about the computer, no sensitive data.
It is allowed to post in public, no problem.

(2) Follow this youtube to reflash your bios:
