HP 15-dw3072cl F.71: 382 duplicate Boot3000 entries return; BitLocker fails 0x80310002

I own an HP Laptop 15-dw3072cl (69M15UA#ABA), board 881D, with Insyde BIOS F.71 dated November 21, 2025. Windows 11 Home 25H2 is build 26200.9445. I need help routing a reproducible boot-order/measured-boot problem to the appropriate HP firmware team or obtaining a supported diagnostic procedure.

The drive is fully encrypted but BitLocker protection remains suspended. Resume fails with 0x80310002 (BIOS did not correctly communicate with the TPM). The Intel TPM 2.0 is present, ready, enabled, activated, owned and not locked out. BitLocker event 893 reports an invalid TCG log; event 822 records the resume failure.

Verified findings:

- Runtime UEFI BootOrder contains 388 references, including 382 occurrences of Boot3000. Windows Boot Manager is first.
- Firmware measurements end near 64 KB, during repeated Boot3000 entries. Later PCR4/PCR5 and PCR7 signing-authority measurements are absent, and boot-health reports say the measured log does not match the PCRs.
- A single controlled cleanup removed only the 381 duplicate references. Immediate firmware readback verified the 14-byte result. All distinct references, Boot#### entries, Windows boot path, Secure Boot trust databases and existing BitLocker protectors were preserved.
- The next normal restart restored the exact original 776-byte BootOrder value, including all 382 Boot3000 references. The restoring component has not been identified. The cleanup will not be repeated without a supported persistence fix.
- Windows component-store repair completed successfully; subsequent DISM and SFC checks were clean. The defect predates the September Windows update and persists after repair. Earlier normal restarts and an HP power reset also did not resolve it.
- Secure Boot remains enabled. The 2023 certificates and new boot manager are installed, with status Updated and completion event 1808. A separate SBAT error 1796 / 0x800700c1 remains; its relationship to this defect is unknown.

The duplicate entries appear to exhaust firmware log capacity, but that mechanism and the component restoring the list still need confirmation. No TPM clear, protector deletion, drive decryption, BIOS flash/downgrade, security-database reset or Windows reinstall has been performed. I have independently accessible BitLocker recovery access and a verified personal-file backup, but no full Windows system image.

Please help with these specific questions:

1. Is BootOrder regeneration or TCG-log exhaustion a known issue on board 881D / F.71? What supported correction will persist after restart?
2. Is there a corrected BIOS explicitly compatible with this SKU and board? Please identify the exact package. The generic HP catalog's older F.68 is not an upgrade from the installed F.71.
3. Is there a read-only trace that can identify whether firmware startup, Windows shutdown or another component restores BootOrder?
4. How can the detailed before/after evidence be sent to HP engineering through a private support channel?

I can provide the minimal relevant logs privately through an official HP channel. This public post deliberately omits the serial number, recovery password, account details and raw diagnostic attachments. Please describe the model-specific recovery plan before recommending a firmware reset or other consequential change.
