I don't understand what you are asking to do.
Every PC goes through a process known as Power On Self Test (POST) in which it boots from internal firmware contained in a chip on the motherboard, scans the hardware bus for devices, does some minimal tests on those devices, then looks for an attached internal drive, and if it finds a partition, attempts to read a boot record on that partition, handing control over to the Windows boot loader.
There is no way to streamline or shortcut this process.

it cant be difficult to understand ?
Some PC and Laptop can be configuratet, that after a powerfailure, powershutdown the Laptop ist automaticall booting and starting up as soon as the power on the powersupply comes back.
