if your PC  is set up to EUFI GPT hard drives in BIOS

to get sticks to boot takes a special formatted stick, called  (dual MBR/EUFI mode)

see me making a LINUX boot.

see line 2,  this allows the stick to work on any System with the new UEFI BIOS enables.

UEFI blocks CD boots or sticks boots.  by DESIGN.

so we must do the dance. to get it to work , this FEATURE, is to stop VIRUS speads from, media.

this means the maker of a stick must know this and do it correctly or it fails.

btw

here is a seller of HP refurbs

just to show there are many refurbs.

in this case, take it back to them.

or open the box,  and read the paper titled how to get support FOR THIS REFURB.

one of many,  even HP sells Refurbs direct and even HP direct sale s of  New PCs  (where i get mine )

HP  media kit.

MS, buy ISO , and install it or buy the retail MS disk in a STORE>

or get if from MR unstated REFURB MAN ... why in the world not start a post and say how sold you this PC.

its like 100000 sources this.... endless...... not one can we guess, ever.

even kids now in a garage sell these on Fleabay.

I was not the one who purchased my HP.  It was gifted to me ( brand new ) so I have no idea where they ( the people who gave the computer to me ) purchased or recieved the computer.  My USB was purchased from Wal - Mart and is also brand new.  It's a 64G Lexar USB.

or in the PC box it came in ,is that gone? has papers inside, warrantty papers. my guess tossed?

the USB sticks are sold empty

btw drive lockout needs special HP  help I cant do.

if the papers and warranty info is lost then its lost and is your fix, only your dollar

just  like  used car.

find a shop in town to fix it?

this forum you are on is for  HP products built by HP not from refurb builders

but with good testing we can find the cause.

best is to avoid drive encryption

unless a CEO or some famous artist or CIA or someone with super  secret data???

why use that, same with BIOS passwords;

if all you is read email and cruise web , its best to use your energy in better AV and malware protections

some PCs, the drive it self is LOCKED NOw.

and can not be even erased.

my elitebook has this and I avoid it.

if HP can not reset your drive

and get the F11 key working (hp restore)

then the ONLY cure is a new HDD  (if it cant be erased)

and a windows HP media kit from HP. to reload the OS. to the new HDD./sdd

there are your choices. besides a shop to fix it.(walk in ask them)
