HP Recommended

Hello I was trying to reinstall windows on my HP ENVY 17-j115cl Notebook PC (ENERGY STAR) and it gave me an error message saying "{FAIL} COULD NOT LOCATE "EFI/BOOT/BOOTX64.EFI': {14} NOT FOUND" 

I've literally  tried everything *sigh* such as selecting the boot device, made sure that the usb boot drive has bootx64.efi, turned off secure boot and turned on legacy boot, etc.

I need help.
