Rebooting will shut down the laptop, then just sits there. Power button is lit; the white LED for drive activity flashes slowly/intermittently; but the screen is black.
I try rebooting by holding down the power button, but nothing on the screen. Usually I just leave it and when I come back 1/2 hour later it's up and booted into Windows 10-64 bit.
It's the sort of thing that used to happen to old desktops when the power supply started to die.

Win10 has enabled a new hibernation process known as Fast Startup -- which is enabled BY DEFAULT. This is different from Fast Boot, which is a BIOS/UEFI option.
Fast Startup is supposed to dramatically speed up the booting process, but in some PCs, it actually slows it down or causes it to hang. It's also a new form of hibernation known as hybrid sleep -- and this causes battery drain to maintain the state of the PC while turned off.
Disabling Fast Startup might fix the booting problem.
There are two ways to disable FastStartup in Win10: (1) through the Control Panel, and (2) through an elevated command prompt.
Control Panel - Open Control Panel --> Power Options.
Select "Choose what the power buttons do"
Select "Change settings that are currently unavailable"
At the bottom of the Window, under Shutdown settings, uncheck the box regarding fast startup
Elevated command prompt - run the following command:
REG ADD "HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Power" /V HiberbootEnabled /T REG_dWORD /D 0 /F
In both cases, reboot Windows.
NOW, FastStartup is disabled.

Thanks so much for your time WAWood. Unfortunately it did not help. Time from black screen to CMOS/BIOS thing is > 10 minutes.
But going through all the power settings and removing every “Sleep” setting seems to have fixed it. I guess that means I’ll burn out the laptop a lot sooner since it’s a primary machine at home which I don’t turn it off.
Any other thoughts on this would be more than welcome.

Sorry to hear that did not work, but it not always does.
Your laptop should not "burn out" simply because you leave it on -- but can reduce the wear somewhat by going into the Power options and having the display dim after a time of inactivity.
