When I attempt to power it on, the screen stays black and the LED on the CAPS lock flashes three slow and two short blinks. I know this refers to a memory issue, but I am unable to open the notebook and check the memory card myself. Charging it has not helped, nor has attempting a hard reset.
I'm confused what could be wrong, because I take good care of it, I keep it charged, don't keep many programs open at once, delete temporary/unused files regularly, use canned air to clean the ports occasionally, don't leave it powered on not in use, etc. I've owned this notebook for two years, it has seen very frequent use as I am a student and I travel with it a lot, so I realize that it could have broken somehow.

I have the same issue except with an HP Envy x360 2-in-1 Laptop 15-fh0010na. I looked it up on the HP guide for bleep and blink codes and it's a potential memory failure. The only way to fix this is to reseat the memory if you can remove the cover, but if you can't, you'll need to get it serviced. In the meantime, if it happens again hold down the power button to force shut down and leave it for a few moments. Try to turn it back on again and it should work, if not just repeat the process until it boots up without caps lock flashing.
