Operating System: Microsoft Windows 10 (32-bit)

When I turn on my HP Laptop, it starts up normally with the logo but maybe 7 seconds after pushing the power button to start up the computer, it goes into this weird loop on the start up and never stops, then it wont let me go to f-11 to try and fix it, what do I do to fix this issue?
