Run the downloaded file and follow the on-screen instructions to install the Diagnostics 4-in-1 on a usb drive.

 

Below are the release notes for the v. 6.8.0.0.

The release notes indicate that you need to install Microsoft .NET Framework 4.6.2 before installing the Diagnostics 4-in-1 tool.
