Hi @Iamfrusyrated,

Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

It sounds like you've already tried several troubleshooting steps and replaced various components on your HP Pavilion 17 laptop, yet it still won't turn on. Given that the laptop has power going through the USB ports (since you can charge your cell phone), but it won't power on, here are a few more steps you can consider:

1. Perform a Hard Reset

A hard reset can sometimes resolve power-related issues:

  1. Remove Power Sources: Disconnect the AC adapter and remove the laptop battery (if removable).
  2. Press and Hold Power Button: Press and hold the power button for about 15-20 seconds to discharge any residual power.
  3. Reconnect and Try Powering On: Reinsert the battery (if removable), reconnect the AC adapter, and try powering on the laptop.

2. Check Power Button and Keyboard

Sometimes, the power button or keyboard can be faulty or not making proper contact:

  1. Inspect the Power Button: Ensure the power button is not stuck and is functioning properly.
  2. External Keyboard Test: Connect an external USB keyboard and try pressing the power button on it (if it has one). This can help determine if the issue is with the internal keyboard/power button.

3. Check for LED Indicators

Look for any LED indicators that might provide clues:

  • Power LED: Check if the power LED lights up when the AC adapter is connected.
  • Charging LED: If your laptop has a charging LED, check if it indicates that the battery is charging when the AC adapter is connected.

4. Inspect Internal Connections

Since you've already replaced some internal components, ensure all connections are secure:

  • Re-seat Connections: Disconnect and reconnect internal cables, especially those related to power and the motherboard.

5. Test with Minimal Configuration

Try booting the laptop with minimal components connected:

  1. Remove External Devices: Disconnect all external devices (USB devices, external monitors, etc.).
  2. Remove Battery: If possible, remove the laptop battery and only use the AC adapter.
  3. Attempt Power On: Try powering on the laptop with only the essentials connected.

6. Check for BIOS/UEFI Issues

  • BIOS/UEFI Reset: Depending on your laptop model, you may be able to reset the BIOS/UEFI settings. Refer to your laptop's manual for instructions on how to perform a BIOS reset.

I hope this helps.

Take care and have a good day.
