- When the Power button is pushed, the power button light turns white for about half a second and turns back off. No other poweron indicators are pressent. (No Fan, Drive Spin up, ect.)
- The Power Supply Voltages are correct (Tested)
- The above stated symptoms remain with the following scenarios:
- Battery & AC Supplied Power
- Battery Removed & AC Supplied Power
- Battery Only
- When the AC power is supplied, the led indicator next to the port lights up white. If the battery is installed, it will turn amber to indicate charge and then turns back to white. This indicates to me that the charging curcuit is likly opperating normally and the battery is at a full charge.
- I have performed multiple power resets. (Remove all power sources & hold power button for 15-30 seconds)
- I have reseated: RAM, HDD, ODD, all ribbon cables.
- I have perfermed a complete disassembly and visually inspected the MB for signs of circuit failure or environmental damage. Aside from a medium build up of dust in the fans, no apparent damage was found as all the solder joins look good and there is no signs of overheating of the ICs or board.
- I have swapped the RAM with known good RAM.
At this point I feel the failure is likly in the CPU or somewhere on the motherboard. I am hopping for an HP Technical Representative to indicate the most likly point of failure for replacment: Given the syptoms, I am thinking we start with replacing the CPU before replacing the motherboard. Do you concure with this assesment and can you provide technical expanation as to why you agree or disagree as I'm basing my next step entirly on intuition at this point.

Solved:
After the CPU was replaced, I tested the unit with the minimal devices connected. No DVD Drive, No Wifi, no HDD. The system booted as much as it could given the lack of media. SUCCESS!
I assembled the system completly and performed a final Test. And things returned to the state it was prior. So it seams the issue was with one of the ancilary components. After some trouble shooting it turned out that the WIFI card was the culprit.
I replaced the WIFI card and the system is working optimally once again.
tl;dr
Remove WIFI Card and Test. If it Boots, replace WIFI card.

Awesome job on diagnosing the issue correctly and performing smart troubleshooting before posting your question on HP forums. Kudos to you on that score.
From my experience, it looks like a motherboard failure. Usually, this happens when the connector on the motherboard (Which goes from the supply) fails.
I want you to go through below artilce just to make sure that you have performed all the required troubleshooting to isolate this issue.
