HP ProBook 440 G3

Hello. I have the HP ProBook 440 G3 (8GB ram & i5-6200U).

 

I've had this issue for over a year now.

I saw that a post was already made for this (https://h30434.www3.hp.com/t5/Notebook-Boot-and-Lockup/Battery-won-t-charge-very-slow-and-laggy/td-p...), but there was no real solution.

Here are some bonus things I noticed:

Switching out the battery doesn't change anything, but if it is charged already, the laptop works very fast (it doesn't charge if over 9% though, and plugging in the charger during that causes the screen to blink)

Swapping out the charger did not help for me.

 

When plugged in, task manager reveals that the CPU is limited to just 37% usage

 

The same issue happens in all versions of Windows and Linux too, so it must be a hardware issue.
