Product: HP ProBook 450 G3

I am putting in a new hard drive and memory.

But my HP will not power up.  I plug it in, the tiny light comes on for 2 seconds than shuts off.  No other signs of life.

Power button will not start it.  I have tried with the battery attached and without.  I have tried 2 different power cords and it is getting power so I don't think that is the issue.

Note:  It was working fine with different hard drive and memory previously.

Any thoughts?
