Hello
My HP ProBook 650 GS will intermittently not boot. When pressing the power button, the WiFi button light turns orange for approximately 10 seconds, and then turns off. The CAPS button light then turns white for approximately 5 seconds before turning off. The cycle then ends and if I power on again, the cycle restarts.
The only way to combat this is to hold the power button down for roughly 10 seconds, and then wait a bit before powering on.
Why is this? How can I stop this from happening?

What many folks do not know is that with modern laptops, MS has changed the default power settings so that when you power off the laptop, it does not shut down; instead, it goes into a hybrid sleep mode -- which consumes power, drains the battery, and generates heat. Some folks have reported their laptops burning out after they put the laptop in a bag and left it there -- presuming it was powered off.
----- Fast Startup -----
Modern laptop also have Fast Startup enabled by default, and while this does shorten the restart time,
in some PCs, it actually slows it down or causes it to hang. Disabling Fast Startup might fix booting and shutdown problems.
There are two ways to disable FastStartup in Win10: (1) through the Control Panel, and (2) through an elevated command prompt.
Control Panel - Open Control Panel --> Power Options.
Select "Choose what the power buttons do"
Select "Change settings that are currently unavailable"
At the bottom of the Window, under Shutdown settings, uncheck the box regarding fast startup
Elevated command prompt - run the following command:
REG ADD "HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Power" /V HiberbootEnabled /T REG_dWORD /D 0 /F
In both cases, reboot Windows.
NOW, Fast Startup is disabled.
See if that helps.
----- Changing Power Options to Shutdown --
While this does increase the boot up time, by changing the power options to shut down the laptop, it prevents the other problems I mentioned above.
Go into Control Panel (not Settings) --> Power Options --> System Settings.
Under "When I press the power button" change the settings from "sleep" to "shutdown"
