Hi,
My Spectre was working fine, but I have accidentally left it ran out of battery today. It was plugged into the power socket, but I forgot to check if the socket switch was turned on. I left the room and came back to a dead laptop.
I've tried leaving it on charge for a little while, but still nothing, no charging LED light neither. I've tried the power reset instructions a few times but still not working. I've changed the fuse in the charger plug. I've checked for any sign of damage to the charging cable but there was none. Everything was working as it should up until this morning when the battery ran out. I'm not sure what's wrong or what to do next. Please help.

Here's the instructions I have tried:
Perform a power reset (Notebooks)
A power reset (or hard restart) can restore computer functions by clearing all information from the computer memory without erasing any personal data. The reset might fix conditions such as Windows not responding, a blank display, software freezing, keyboard stops responding, or other external devices locking up.
- Disconnect or remove any peripheral devices, start up the computer, test the computer by itself for issues, and then reconnect each peripheral device one at a time.
If the issue persists, continue to the next step.
Turn off the computer.
Remove the computer from any port replicator or docking station.
Disconnect all external connected peripheral devices such as USB storage devices, external displays, and printers.
Unplug the AC adapter from the computer.
Turn the computer over and look for a battery compartment door to determine if your computer has a removable battery or not.
If you see a battery compartment door, your computer has a removable battery. Remove the battery, press and hold the power button for 15 seconds, reinsert the battery into the compartment, and then continue to the next step.
If you do not see battery compartment door, your computer does not have a removable battery. For most notebooks with non-removable batteries, press and hold the power button for 15 seconds to complete the reset, and then continue to the next step.
Reconnect the AC adapter to the computer, but do not connect any of the peripheral devices.
Turn on the computer.
If a startup menu opens, use the arrow keys to select Start Windows Normally, and then press the Enter key.
- After reconnecting any peripheral devices, run Windows Update and HP Support Assistant to update all device drivers.

I can't tell from the HP specs whether or not this model has a removable battery. It has the same battery type as a smartphone and most of those cases, the case is sealed and the battery NOT removable -- and if the battery completely dies, it usually can NOT be recharged.
IF it is still under the original warranty, you should contact HP Customer Support directly to have them put you in touch with HP Technical Support to see what they can do about troubleshooting and repairing your machine remotely. They should be able to tell you if the battery situation is solveable.
If they are unable to fix your PC, then you need to explore what options you have to get it replaced under the warranty.
