HP Stream 7 won't boot

Found this 2015 Stream 7 in a drawer. All efforts to boot or recover result in blue screen error code 0xc0000185 'required device not connected...' so I can't even  plug in an SD card. Diagnostics terminate with software error. Any suggestions before I junk it?

The Windows file system could be corrupt or there is a hard disk error or undefined technical error.

Storage is defective:

This is probably why it was put in the drawer, because it can no longer be put into operation without service repair.

The solution is that there is no other solution than service repair.
