HP Stream Won't Boot Up After Failed Restart

I was planning to give my HP away to my sister because I have a new laptop and it worked perfectly well up until this point. As I needed to remove my settings from the laptop I reset it however, partway through, this failed and though it said my settings were not changed i am now unable to boot up the laptop - it shows the HP icon on the screen and then the screen goes black and this cycle starts again, unendingly. 

I have tried all of the advice on similar posts to fix this problem and none of them work.

I have tried to reset it again, tried to do a system restore, start-up repair, nothing works and a diagnosis scan says that there is no problem - including the extensive one. 

I don't know what else I can try and the warranty is out of date so that route isn't an option.

If anyone can help it would be appreciated as the laptop was perfect before the failed restoration.

Hi,

If you had Windows 10 installed on the Stream you can download the media creation tool on different computer and create a bootable USB drive with the OS on it:

Choose the same version (home or pro) which was already on the PC and choose the 64-bit version. Once installed and connected to internet it will automatically activate.

Once installed, let Windows completely update and find all drivers for the system. You can follow the process by going to Settings > Security and updates > click on verify for updates. Can take a while and might need a couple of reboots.
