I replaced the hard drive on my Victus laptop and trying to install Windows 11.  I downloaded the ISO file and used Rufus to create a bootable USB drive.  At around the 6% Windows installation mark, the laptop goes into an endless loop with the following message "Starting Microsoft Windows bootmgr ..."

Looks like Faulty recovery media. First make sure their is no important data as process will erase everything. To fix your issue Redownload the official Windows 11 ISO from Microsoft. In Rufus, select GPT partition scheme for UEFI (non-CSM) then create bootable USB. Avoid custom tweaks; let Rufus auto-detect settings. When install delete windows drive and all its partition then choose unallocated space that will appear after you delete and install windows it.
