My HP dv7-3148ca (HP Pavillion Laptop) is over 10 years and HP no longer provide a fix on their support site as it has been "retired". In short, I believe the issue is related to corrupt BIOS and need to obtain the BIOS Update Utility driver for my laptop. I have tried the emergency BIOS update using the keyboard toggles W+b, W+V etc without any success so I think the BIOS update utility driver will fix it. Please let me know where I can find this driver or if you have one that you can share, it would be so helpful. Thanks for reading.

I don't quite understand what you mean regarding a Bios Update Utility.
All of the HP BIOS files for the dv7 model series are exe files and can only be run within Windows unless you have the knowledge and software to extract the BIOS files out of the exe file and change the file formats.
You can use the free 7-zip file utility to extract the exe file into a folder where you can view the contents, but I do not think you can repair the BIOS using the keyboard toggles unless you know how to modify the files and I have no idea how to do that.
So, if you just need the latest BIOS update file for your notebook, you can get it from this reputable 3rd party website at the link below.

Thanks for the reply. My computer doesn't boot up and screen is black. Cap lock button has white white LED blinking slowly twice so there is an issue with the BIOS.

HP Support used to provide this BIOS Utility Driver/Software for my computer and but no longer due the age of the product. HP Support provide the same fix for recent models but I am out of luck.
