Is there a BIOS update that I need to remove the stuttering issue -https://www.tomshardware.com/news/agesa-1207-am4-motherboard-roundup ?
How is this done? Can I download and install the patch myself or is this something I need to go into a service center for?

Hello.
This problem can only be rectified with a BIOS update. Go to your laptop model driver download page and download the latest BIOS version. Execute it and let it update the BIOS.
HP has had multiple OMEN laptop variants so for more detailed help please include your laptop model, preferably product number, in your next reply. Press Fn+ESC or run msinfo32.exe in Windows to show the model/product number.
The Omen Gaming Hub software has at some point also cause slowdowns and stuttering, so try updating it as well, or uninstall it (temporarily) to exclude that possibility.
For a long time HP did not implement the AMD fix for this fTPM issue, that may still be the case with your laptop. After the BIOS update check the AGESA version. If it is 1207 or newer, you are covered. You need to use e.g. HWINFO or CPU-Z software to show this information. Both are free software, easily found on the internet.
