I own a fairly old HP mini 1000 and haven't used this computer in a long time. I am unable to gain access to the laptop now, because of a
Fatal Error...System Halted

Is there anything I can do?

Thank you for posting on the HP Support Community.
To get the answer to this question, the System Halted error message is usually a hardware issue.
Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:
Firstly, let's perform Hard Reset: Follow steps from the link: https://hp.care/2GnkMa8. (do not skip any troubleshooting steps even if you feel steps are repeating)
BIOS default:
- Turn off the computer and wait five seconds.
- Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
- On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
- Press F10 to Save and Exit.
- Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
- Follow the prompts to restart your computer and check for network connection.

Thank you for the reply. . .even with the hard/power rest, I am unable to enter the bios by repeatedly pressing F10,F9 or 'enter' at the start of the computer as after the post screen flashes it immediately asks for a "current password." Is there any so password I should input?

Thank you for posting back.
If you've created login password then you need to enter the password to login into windows desktop.
Once you login into windows desktop then go ahead and update the system BIOS. Follow steps from the link: https://support.hp.com/in-en/document/c00042629
