If your HP Stream 14-Cb172wm starts up and then shuts down after a few seconds with a blank screen, and you've already tried different power cords and boot options, it could be a hardware issue. Here are some steps to troubleshoot the problem further:
1. Perform a Hard Reset:
- Disconnect the AC adapter and remove the battery if possible.
- Press and hold the power button for 15 seconds.
- Reconnect the AC adapter (without the battery) and try to power on the laptop.
2. Check for Loose Components:
- Ensure that the RAM and any other removable components are properly seated.
- If you’re comfortable, you can open the back cover of the laptop and re-seat the RAM.
3. Boot into Safe Mode:
- If you can access the BIOS or boot menu, try to boot into Safe Mode.
- Continuously press F8 during startup to see if you can access Safe Mode options.
4. Reset the BIOS:
- Turn off the laptop and disconnect any external devices.
- Turn it back on and immediately press Esc repeatedly until the Startup Menu opens.
- Press F10 to enter BIOS Setup.
- Use the arrow keys to select Restore Defaults and then select Exit Saving Changes.
5. Check for Overheating:
- Ensure that the laptop’s vents are not blocked and that the cooling fan is functioning.
- If the laptop is overheating, it might shut down to protect itself.

6. External Monitor Test:
- Connect the laptop to an external monitor to check if the display issue is related to the built-in screen.
- If the external monitor works, the issue might be with the laptop’s display or related components.
7. Remove Peripherals:
- Disconnect all external devices (USB drives, external hard drives, etc.) and try to boot the laptop.
8. Battery Check:
- If possible, remove the battery and try to start the laptop with only the AC adapter connected.
- Sometimes a faulty battery can cause startup issues.
9. Check Diagnostic LEDs or Beeps:
- HP laptops often have diagnostic LEDs or beep codes that indicate specific issues.
- Check the power LED, Caps Lock, and any other indicators for patterns.
- Refer to the HP Support website or your user manual for the meaning of these codes.
10. Perform a BIOS Update:
- If you can get the laptop to stay on for long enough, check the HP Support website for a BIOS update.
- Follow the instructions to update the BIOS, which can sometimes resolve startup issues.
11. System Recovery:
