Welcome to HP Support Forum!

I beleive you should have tried the same steps as mentioned below, (If the battery Is not removable, you can pass the step)

Please follow the below-mentioned steps to perform a dry boot on the unit and revert to us with your observation:

1. Turn off the unit.

2. Remove the battery and the AC adapter from the unit.

3. Remove all the external devices attached to the unit.

4. Remove any additional memory upgraded on the unit.

5. Press and hold the power button for 45 seconds.

6. Re-plug the AC adapter & Battery and turn on the unit. Check for the occurrence of the issue.

If the Issue still persits

>Swap with a known good Battery and AC adapter.

Still Same: Reach to out HP support and we will fix It!

Cheers!

When I do the 15sec hold down the power light turns on for a few seconds and then shuts off.  and will do the same thing if I repeat that process, what is my most probable issue? bad battery?
