What do you mean by writing that HDD had been locked ? In order receive a specific and tailored advice, could you elaborate ?
** If the HDD had been locked by >HP Drive Lock utility<, then there is no way to unlock it unless you know the password. A DriveLock password can only be deleted by disabling DriveLock protection from the drive. There is no recovery if a master DriveLock password is forgotten.
You simply need to buy/obtain a new HDD or SSD and through the old one in the bin.
There are variety of options - vendors you can choose from. You can get it online or from PC retail store, or from HP parts store http://partsurfer.hp.com/
You need HDD or SSD with the very same size as the current one or bigger (small will not work) - e.g. if your current HDD is with 500 GB capacity, your new HDD/SDD must also be 500 GB or with bigger capacity. I recommend you consider HDDs with RPM 7200 as they as slightly faster, 5400 RPM is slower >> https://www.computerhope.com/jargon/r/rpm.htm

I'm afraid I can only guide you but not provide you with the actual resolution about the BIOS password.
Most business class notebooks (including Elitebooks and Probooks) have better stronger security. Password cannot be removed here in the forum - you will have to contact HP Business Support for assistance on removing the password.

If in the USA, call 1-(800)-334-5144
HP Business support should be able to send you a customised file and instructions which you can use to reset the password. Note that assistance for such issues is usually free of charge for HP business class computers.
