Here is what I did:
1) Remove drive from laptop and put into a usb enclosure
2) Plug enclosure into a different computer
3) Use file recovery software to take an image of the drive, and then recover any needed files. (I used R-Studio but other would probably also work)
4) Use a partition program to either correct the partition table or just delete everything and create a single new partition (I used DiskGenius but any partitioning program will probably work)
5) Plug the drive back into your laptop
6) Boot up with HP Rescue Media and do a windows reinstall

For me: This is an Intel Optane issue. No drivers supplemented into restore media would work. Tried every version I could find.
Ultimately bought another SSD that did not have Optane and restored using HP media to that. Saved me from having a very expensive paperweight.
This isn't the first time I've run into Intel Optane causing problems for a system after update. Unfortunately in this case, the BIOS functionality regarding Optane was extremely limited so I had to try other options.
The user in my case didn't have any data on the drive that wasn't backed up or I would have checked if I could access with a drive reader after.
My guess is HP rolled Optane changes into an update that caused this problem with systems.
