There are generally two ways to do this ...
First, press the F9 key repeatedly while rebooting. This should bring up the Boot Devices menu.
Second, if that does not work, press the Esc key repeatedly while rebooting. This should bring up the HP Startup Menu and from there, you should be able to select the boot devices menu.

While WAWood is correct don't forget to check in Windows to see if fast startup is enabled. If it is disable it and try again. Fast Startup basically logs the user off and puts the machine in hibernation and in most cases I have seen Hibernation stop computers from allowing the user to access the BIOS and Boot Menu.
