I have a flash drive that has the correct BIOS on it, but not sure how to make it bootable to the laptop that is just showing a black screen no matter what I do. 'Windows' key and B at power up does nothing with that flash drive in, so I assume I need to add some sort of executable or indicator to the flash drive to try to boot with it.

One of two things must be the case ...
First, your PC has a BIOS setting that will allow you to boot into a utility that will then read the BIOS files off the USB stick in order to do the update.
Second, your PC does not have that utility, but you have created a Bootable USB stick with the BIOS files on it.
If all you did was copy the BIOS files to a USB stick, that will not boot.

Correct. As mentioned, it wasn’t bootable. I’m pretty sure it has the option to boot from a recovery usb stick...so my question still is how to make a bootable usb drive not using the HP site, but with the bios file I do have, since their site never comes back with a next step after entering the s/n.

OK, understand.
Then you will have to look online for a free utility known as RUFUS -- as it will allow you to make a Bootable USB stick.
Once you have that, you can copy the HP BIOS files to it, and then when you boot from it, you should be able to run the HP BIOS update from the files on the USB stick.
